The City of Oakland, California has a new program that will give convicted marijuana felons a new start. Reportedly, a number of felons that were imprisoned for charges pertaining to marijuana will have the opportunity to open legal weed businesses in the area. Half of all licenses would now go to Oaklanders imprisoned for pot in the last 10 years, or to residents of neighborhoods that police have targeted excessively.  Possessing and distributing medical marijuana has been legal in California since 1996.
